Sirius's Wand

I don't think Sirius had his own wand in PoA, because, in the Shrieking
Shack, when Lupin wanted to get the Trio to listen, he gave them back
their wands and put his own in his belt.  He then said that he and
Sirius were unarmed.  I don't remember any mention of Sirius having any
wand (except Snape's) in this passage.

This also explains why, later, when confronted by the Dementors, Sirius
couldn't conjure a Patronus.

I think that Sirius probably bought himself a wand sometime before GoF
started.  I'm sure an intelligent fellow like Sirius would make it a
priority.

We know from the Wand Weighing Ceremony there are wandmakers in other
countries.  Sirius probably withdrew money from a Gingotts branch in
some unspecified foreign city, bought himself a wand, and *then* headed
for his final destination in the Tropics.
