If Sirius could afford to buy a Firebolt, and I am convinced he hasn't
emptied his vault buying it, he could very well lend him the money
for a new wand. Just an idea. Sirius has to get a wand in any case,
he is much too vulnerable without one. Of course he can't walk into
Ollivander's himself... Maybe Dumbledore can make an arrangement
to get him a new wand, it depends on whether Ollivander will support
Dumbledore or Fudge in Book 5.

I always thought that it must have been destroyed when they sent
him to Azkaban. They snapped Hagrid's wand when he got expelled,
and I assume that they would do the same with the wands of people
with life sentences in Azkaban. He wasn't supposed to ever get out,
so there was no need to keep his wand anywhere. The Ministry might
very well store the wands of prisoners in temporary custody, but I
don't believe it's likely that there are many of them. And if you go
mad in Azkaban, you won't need a wand anymore, anyway.
