Well, it does for those of us who =want= it to work that way. 
When we sign up on the list we have a choice as to whether we
want to receive the list posts by email or not.  Either way we
can read them at the website.  I personally prefer getting emails
because my phone connection makes downloading web pages a
lo-o-ong process.
