      This is possible genetically if 'magic' is a
recessive gene requiring one from both parents to
express itself. If this was the case however
half-bloods would almost always be Muggles which does
not seem to be the case or intermarriage with Muggles
would have destroyed rather than preserved the
Wizarding race.
    I think 'magic' is controlled by a single dominate
gene which always expresses itself when present.
Muggle born wizards and witches are the result of a
spontaneous mutation.
