Now that is a brilliant idea, and one I have thought of, too.  A 
phoenix makes a highly faithful pet, as Dumbledore said, and I have a 
feeling that Fawkes wouldn't want to be just anyone's pet.  Harry has 
certainly proven his own loyalty to Dumbledore and Fawkes has formed a 
bond with Harry by saving him twice and healing him twice.  Fawkes, 
IMO, would be happy to rest on Harry's shoulder at any time.  Hedwig 
might get jealous, though...
