TriWizard Cup as Portkey

I lean toward the theory that Cup was a portkey so that Voldemort &
Friends could enter the Hogwarts grounds en masse and without warning
in order to attack Dumbledore, Fudge, and other important wizards &
witches.

However I've had an additional thought I haven't seen discussed before:
 Could the Cup have been a portkey through time as well as distance? 
Could Harry & Cedric seemed to have vanished from maze center and then
*poof* they were at the entrance to the maze as intended (but Cedric
was dead) with no time elapsed?  [I hope I made that clear!]

If Voldemort was going to attack, having Harry & the Cup missing for
very long would have given Dumbledore time to prepare defenses, or at
least would've put him on the alert and there was no indication I can
remember (no book handy) that anyone screamed and/or panicked BEFORE
Harry and Dead Cedric appeared at the maze entrance.

Also, if the Cup transported through time AND distance, it could help
explain why Fudge would think Harry was crazy and making up the whole
Voldemort Rebirth story.
