Are we missing the possibility that Stan might be a squib? We know that Filch 
works at Hogwarts in a non-magical compacity because of this. I believe that 
most squibs would most likely try to find work that does not require magic in 
the wizarding world, instead of venturing out into the unfamiliar muggle 
world.
