~Could prefects only have power to take points over their own houses? They 
would still comand a certain level of respect from students because they 
*are* prefects, but they probably wouldn't be able to take points off other 
houses. All other prefect powers I can think of centre around their house, 
such as leading first years to the common room and dorms and being the 
students told the password at the beginning of each year. Can anyone think 
of any that don't?

Head Boy and Girl would probably be able to take points off all houses. they 
may even be told other houses dorm locations and passwords. Imagine the fun 
MWPP would have had once James became Head Boy :D
