It was _not_ an animagus transformation. It was "an incomplete form of 
transformation" which, nonetheless, was useful enough for the task. 
However, there are several details that make it different from a 
animagi transformation. For one thing, I doubt you can get the animagi 
transformation "half-wrong" --> if you don't do it right the first 
time, you're probably in deep trouble, and the MoM has to help you out. 
Krum, on the other hand, is able to carry on with just a shark's head. 
On the other hand, once you've managed once an animagi transformation, 
you can change into the animal and back again at will, with no need of 
incantations, while (I'd imagine), Kum needed to do some wand-weaving 
to get the spell ready.

Well, I would love to change into a dolphin and back: it be so much 
more fun going to the beach... Then again, if given a real chance of 
becoming an animagi, I would really love to be a big, grey wolf 
(wouldn't have guesed, did you ;-) ).
