It's always possible Krum is a would-be Shark animagus, but unlikely.
H'mm - well perhaps transfiguration (Krum into Shark) is different
from an anigami transformation? After all, Draco got turned into a
Ferret...
Perhaps animagi is an innate ability, where you can transform to and
from the animal shape at will *without a wand*, and still *retain
your faculties.* (I believe FB implies that you have the mental
faculities of the animal you become when transformed - although this
obviously doesn't apply for animagi)
Actually this could fit - Krum apparantly didn't think of getting a
stone to cut the ropes (shark-brain?), and perhaps even the partial
transfiguration was intentional so he'd be able to turn himself back?
If he'd have turned fully into a shark, then he might have just
forgotten all about the task, and lived in the lake (probably eating
Harry and co along the way).
I'm sure the judges wouldn't have looked kindly (score wise) upon a
teacher having to transform him back either.
This might even fit with the Mrs Norris thing - she transfigured
herself, but now can't change back (and Filch is too embarrassed to
ask anyone else for help)
