Sirius and/or Lupin specifically state in PoA that Lupin was much 
more controllable when with his friends in animal form, plus Sirius 
and James had enough bulk to push the werewolf around and keep him 
out of harms' way. Or out of the way of doing harm. 

Also, to answer a long-past question, Sirius states specifically in 
that same section that as animals they were immune to the effects of 
the werewolf's bite.
