That just means that there's an uncle by that name.  It doesn't mean 
Bill's named after him.  If he were, you'd think some would have 
said, "My Uncle Billius--Bill was named after him, you know--saw a 
Grim..."  The most likely name for Bill is still William.  The 
Weasleys are using pretty common names.  The most outlandish name 
among the seven kids is Percy, which isn't that odd, really.  

In fact, the most unusual names among the students are Draco and 
Hermione (is that the reason some people want them together?).  The 
adults have wacky names like Gilderoy, Severus, Sirius, Remus, 
Albus, Aberforth, Mafalda, Arabella, Mundungus, and don't get me 
started on the schoolbook authors.  The kids are named things like 
Harry, Neville (actually a pretty common name), Roger, Lisa, Ernie, 
Justin, Hannah, Natalie, Colin, etc.  Seamus is a common Irish 
name.  Lavender isn't all that common, but it's another flower name, 
like Pansy, Petunia, Lily, etc., and it may also be a nod to Roald 
Dahl (in Matilda, her best friend's name is Lavender).  Okay, Blaise 
is weird too, but JKR may yet give a reason for that one.
