Voldemort? Most of the kids we see were born during or soon after the 
Voldemort war. Maybe it was a way of not attracting attention, both from 
LV, and from the Muggle world.  It's easier to blend in to Muggle society 
if your kid is named 'Marie' and not 'Featherina'
Bill and Charlie predate that, but Mr. Weasly has always been facinated by 
Muggles, so the names make sense.
