Fist things first, werewolves can reproduce or not depending on the 
reality rules of the specific world. For example, both in Discworld and 
World of Darkness have reproducing werewolves. Discworld (the one I 
know better) definetely states that werewolf pairs breed werewolves 
(although with or without change possibility) and werewolf-human pairs 
have a 50/50 chance (and even the ones that are fully human have 
particular wolfish traits/edge). Right now, I cannot think of a fantasy 
world were werewolves cannot at least interbreed.

The other two, you should be able give yourself the answer I'm going to 
use, Tabouli. The only fantasy world I've ever read were two different 
races mate when one of them is transformed is Edding's Belgariad, were 
Polgara is actually the daughter of a man (Belgarath) and a transformed 
wolf (Poledra). "The transformation is compleate" Belgarath tells 
Garion, and demonstrates inmediately after. So, to answer directly, 
McGonagall could mate with a cat and become pregnant, but I'd say that 
she would have to remain a cat for three months (or whatever the length 
of a cat's pregnancy is): a transformation to another species would 
probably cause misscarriage. Then again, maybe not, as long as their 
both mammals. Whatever the case, it's to be set down as a reality rule 
by the author, so JKR has the last word on the matter. I'd definetely 
would NOT like the baby to transform with the mother, but it could 
happen.

I'd say that Sirius and crookshanks communicated at a pretty basic 
level, although Crookshanks seems capable of understanding human 
language well enough, and Sirius transformed back into human at times 
(for example, just before going into the school), so he could give him 
instructions as a human.
