The Dursley family also is animal-less, if you discount the spiders 
in Harry's closet, which hardly fit the bill of animal companion.  
Maybe you're on to something - the people who cause Harry the most 
day-in-day-out aggravation are apparently not animal people.  And JKR 
also uses words to hint or describe certain animal-like appearances 
of these same people - Hagrid gives Dudley a pig's tail, Snape swoops 
around like a giant bat, Petunia is described as horse-faced...
