Good point!  Yes, I think he was hoping for a kiss.  But I don't think it indicates any serious interest in Fleur, nor that he's losing control at this stage.

One of the things I like about Ron is that he's pretty up front in his views about girls.  He lacks the self knowledge (in the early part of the book) to recognise the nature of his feelings about Hermione, but he is perfectly happy to see the opposite sex as potentially attractive.  Hence his reaction to Rosmerta - a generation older than him - in POA, his views on Eloise Midgen, and, I think, his reaction to Fleur here.  He also makes no attempt to disguise his edginess whenever Hermione disappears off with Krum.

He is hoping for a kiss from an exceptionally pretty girl, but that seems to be it.  What Fleur, who presumably gets a lot of that sort of hope from boys, thinks, we don't know.

I still think by the end of the book he has matured and is trying to behave in a more adult way with her.

David, who wishes that at Ron's age he'd been brave enough to seek opportunities to kiss girls just for the fun of kissing them - or indeed at any time in the subsequent ten years
