I always love reading these discussions about what house Peter was
in. Because he certainly doesn't seem brave enough for Gryffindor
nor does it seem likely that James, Sirius and Remus (almost
undoubtedly Gryffindors) would be friends with him if he was in
Slytherin.
I think the common assumption among people is that the Sorting Hat
takes what it sees and makes a decision based on that. Is it not at
all possible that the Sorting Hat's job for people like Peter is to
force them to grow as people. Perhaps the Sorting Hat hoped that by
placing Peter in Gryffindor, "Home of the Brave", some of their
bravery would rub off on him. As incompetent as he is often
portrayed, he did manage the Animagus transformation, not to mention
come up with a plan that sent Sirius to prison while he was made a
hero. If his friends' bravery had rubbed off a little better, he
probably would've made an extremely useful wizard for Light Magic.
