Ehmmm...urmmmm... Occam's Razor here?  I think the cart if before the horse in 
saying the Sorting Hat has a family bias.   Wouldn't it be as or even more 
likely for  the way a child is raised, to influence his/her attitudes in a way 
the Sorting Hat reads?

"The problem with figuring out which has more influence on the way a child 
develops, heredity or environment, is that your parents provide both".
