It seems to me that Voldemort doesn't think that Harry has any great powers.  
In GoF he gave Harry his wand to duel with him. If Voldemort thought he had 
great powers wouldn't he not do this?? Possibly, that could of been an act of 
arrogance on Voldemort's part.  But then again, Harry is by no means a fully 
trained wizard so if he does have some extraordinary powers it is possible 
they couldn't have developed yet.
