But on the other hand, the two responsible (and I'm only going by
two/three characters here) Draco's father as the Minister
of Magic in his back pocket. Draco could easily learn and not worry
about trouble because Fudge is such a coward, he
probably would not go up against Lucius. The Weasley twins probably were
reprimanded privately, because the Ministry
most likely commented to Arthur about it since he's in the Ministry.
It's rumored that there is a protection charm around the Dursley's,
which is why Harry can't go to the Weasleys any earlier
than he does. (Or it was said in GoF). Harry also lives with Muggles,
which is probably why they jumped on him first. I'm
sure if Hermione had been practicing magic they would have said
something to her. In the movie (can't remember if it was
in the book or not) it's stated that she tried a few simple spells that
worked for her after getting her books. I'm sure at some
point we didn't see, McGonagall pulled her aside to inform her that she
couldn't DO magic outside of Hogwart's. Being a
muggle-born, I'm sure she didn't know that.
