I think that Draco is probably an average student, grades wise, but 
one with a lot of underdeveloped talent.  Remember that in CoS, at 
the dueling club, he conjures a snake out of thin air.  Now I know 
that Snape was probably telling him the incantation when he was 
whispering in Draco's ear just before this, but we also know from 
books 1, 3, and 4 that just knowing an incantation is not enough 
perform that piece of magic (wingardium leviosa, expecto patronus, 
and accio).  I think that Draco's marks being below his father's 
expectations result from an attitude like that displayed in Care of 
Magical Creatures when he doesn't listen to Hagrid's instructions and 
is then injured by Buckbeak (PoA).  He could do well, but he doesn't 
want to put forth the effort required to do so.
