Extent of Vold War I (was: Fourth man help)

In reading the posts about the Fourth Man Hovercraft Theory, and the 
DE speculations, a question resurfaced that has been worrying me for 
some time:  What was the Extent of Voldemort's Power during his 
reign of terror?  Did it just include Britain, or was it more than 
that?  We see some variety of names in the DEs, but not much. eg 
Karkaroff doesn't sound distinctly British, but who knows, right?

The international teams at the Tri-Wizard Tournement seem to 
concerned with Voldemort's return, but not at all as much as the 
others.  Did they not have people dying, Dark Marks appearing above 
their houses?

On another line of inquiry, how much International Cooperation is 
there really?  Sure Percy has his office to run, but Cauldron 
Bottoms seem trivial...  The British Wizards as a whole seem very 
apprehensive of their invited guests during both the World Cup and 
the Tri-Wizard Tourny.  This fear of Other is a very interesting and 
very salient topic in and of it's self, esp. when JKR's has said 
that bigotry is one of the things she most despises and seem to be a 
driving factor in Canon to date.
