We know that Karkaroff attended Hogwarts, so that would indicate that 
he's English (since JKR dislikes transfer students, especially 
American ones). I tend to think that Voldy was a British problem, but 
that has a bit of canon against it. For example, the students of 
other schools in GoF know of Harry, which wouldn't be as probable if 
it was a local problem. The canon in favor of being strictly-british 
is the fact that it *wasn't* a war, but more a form of terrorism, and 
(except for recent examples), terrorism is mainly an inside problem 
which it's implicitly agreed that other countries must not 
participate in.
