Might be, but I've been thinking of another theory: Bertha Jorkins. 
In the book (sorry, I don't have it with me now), it says something 
about Peter seducing her... I guess he might probably got her 
pregnant and Voldemort took the offspring's body. Perhaps it wasn't 
even a 9-month pregnancy, as magic and perversion are involved.
