I'm confused by their laws, too, but I thought the deal with the
teapot was that the old witch had died (of old age) and her next of
kin were Muggles (maybe she was Muggle-born and her next of kin were
her great-grand-nephews and -nieces, maybe her only child was a Squib
who made a life among Muggles and the next of kin were her
great-grand-children).
The Muggle next-of-kin may have known that Granny was a witch (at
least they knew that she was unusually old, over 120 years old, and
they may have seen her do commonplace magic with her wand) but they
didn't know anything about MoM, wizarding law, that whole other
society hidden away.
So they probated her will (or had her declared intestate) in the
normal Muggle way, and sorted all the objects in her house in the
normal Muggle way, and sent a lot of stuff off to Muggle thrift
shops, including an old-fashioned tea set that was not recognized as
enchanted nor as a valuable antique...
