I'd like to ring in on this. I don't think Lucius
would be in a position for this job, regardless of his
loyalties as he is not employed in the ministry. In
GoF we see that Crouch was originally up for the job
but due to the incident with his son and his
subsequent decline in popularity the top job went to
Fudge. Both of whom were already high up in the ranks
of the ministry.
