Missing 25 hours

Hey, what if, during that missing hour, Hagrid took
Harry somewhere to get a spell or charm done?  For
some reason, Harry needs to be with blood
relatives. It keeps him safer.  The rest of the
wizarding world doesn't seem to know why.  Maybe it
was a spell put on Harry under Dumbledore's orders. 
That would explain why he, rather than the minster of
magic, decided where Harry would live.
