I assumed he meant that he used Harry's name as the person ordering it (e.g. on the form he wrote Name:Harry Potter, Address:Hogwarts, Bank Details: Gringotts, Vault 711) or something.
Perhaps it works in the same way as ordering things by credit card over the internet or by mail; you have a set of data that works as a "key" for owl order.
