It's been discussed before, but that's OK.  There's only so many new
things we can think of to talk about while we wait for Book 5.

Unfortunately, I don't think there's a good answer to this question. 
I think this is just a plain flint -- an error. JKR has said in
interviews that she had to do some major reworking on the plot of GOF.
My guess is that this line of Voldemort's slipped through the cracks;
JKR changed what Voldemort did, but not what he said.
