Oh, I don't think that this irony is in the slightest bit accidental, nor 
indeed is the term (I'm not sure if you used it deliberately or not). 
Whether or not the wizarding world developed such a lax attitude towards 
justice as a result of their treatment at the hands of Muggles, or whether 
things have always been that way, is pure speculation.

But I definitely think that the whole notion of shooting from the hip and 
asking questions later is very deliberately planted by JKR. The wizarding 
world has lots of skeletons in its various magically-enlarged closets and 
we've only had a little peek inside.
