I would take the view that Stan Shuntpike has absolutely no way to know just
how well connected Sirius Black was to LV. He is very likely basing his
comments on what he's read in the Daily Prophet, where articles were written
condemning the man for his evil deeds and linking him to the Death Eaters.
Possibly even speculating on just how important he was to the DE cause. My
guess is that your average wizard on the street doesn't know a thing about
Sirius black that they didn't get from the media.
