Very good points made by everyone here, just wanted to add that 
obviously from the reader's POV we *needed* to have a character 
assassination on Sirius to get worked up and worried about this man 
and whether he was going to catch up with Harry.

Without Stan acting as a mouthpiece for the wizarding world and 
passing on the rumours, we wouldn't have any sense of Sirius's 
importance.
