In Knockturn Alley, Harry saw Malfoy selling off some "suspicious"
possessions: maybe he had planned to sell off Riddle's diary in much
the same fashion? Passing it off on Ginny seems to me more an act of
desperation and anti-Weasley sentiment than carefully crafted "set-
up." I doubt Malfoy had an idea of its abilities: do you
really think he was the type to go writing in a diary? He might
merely have wanted to dispose of the diary because of its provenance,
all unknowing of its power.

I'm not sure Malfoy IS all that thrilled to see Voldemort returning
to power. After all, the defeat of the first go-round has to be a
haunting memory. Malfoy and others were able to survive his fall, but
probably still feel it was a close thing. Now Voldemort's return
threatens the status quo in which they're not too badly off: Malfoy
still wealthy, extremely influential in the wizarding world and with
a young son he might worry about as well (perhaps leading him to lean
towards caution this time around).

I think that Malfoy might be involved in
the "mysterious ownership of the Riddle estate for tax purposes"
which also could account for how Lucius Malfoy ended up in possession
of Voldemort's effects.
