In PoA, Percy Weasley was the Head Boy, and Dumbledore said that the Head 
Boy/Girl were in charge, as well as the prefects, or something along those 
lines.

I imagine that there is always a head boy and girl, but since we get Harry's 
point of view, we don't hear about the other head boys/girls because they 
don't affect Harry's life immediately, whereas Percy does, because he is 
Ron's brother.
