In our school, which is a Prep (up to 13 yrs, but the model is the same for
many senior schools), we have prefects, drawn from the top year and all
houses and one head boy and one head girl. These are all appointed by the
staff.
Hogwarts similarly appears to have a number of prefects from each house, one
Head Boy and one Head Girl.
I agree with Kyli that we simply don't hear about all of them because they
are not relevant to the storyline. I had always thought it strange that Percy
seemed to be the *only* Gryffindor prefect until something happened which
showed or implied there were others ( sorry, can't remember canon, but I'm
sure it's there somewhere). They just aren't mentioned. Just like some of the
teachers (I don't think that the names of the Muggle studies or Ancient Runes
teachers have been mentioned yet, though I'm sure that I will be corrected!).
What's interesting is that the only Head Boys/ Girl we know of are all
Gryffindors: Bill and Percy Weasley and James and Lily (er...do we *know* she
was a Gryffindor?). Again, they are all characters relevant to the story and
to Harry's POV, so that's why we know about them.
