That was the question I sent in to all the JKR on-line chat (for GoF 
publicity tour), but it was never chosen to be answered. I speculate 
that a 'warlock' is a wizarding elected representative (politician) 
(of either gender), and that Perkins had lost his seat in the 
legislature (which I like to imagine being named Witchangemeet), so 
his former colleagues got him a Civil Service job without having to 
pass the test or meet whatever other requirements there are, and also 
they see to it that he can't be fired no matter how bad his 
performance evaluations are, so he doesn't bother to do any of his 
work, so he is no help at all to Arthur.

Another theory suggested was that 'warlock' is a warrior-wizard, 
admired but feared.

It seems to me that neither of these theories explain why Ernie 
Macmillan described his ancestors as nine generations of witches and 
warlocks.

If Tom Riddle had lived at Malfoy Manor (as a guest of the Malfoys) 
at some time between leaving Hogwarts and losing his body (in 1981), 
that would account for Lucius having 'Voldemort's old school things' 
hidden under his drawing room floor.

Why not, considering that the adults can Apparate and the children
can Portkey or Floo? Actually, I have a question about the children 
being away at boarding school for most of the year, and presumably 
therefore unable to go watch professional Quidditch matches: 
shouldn't they be able to listen to the matches on Wizarding Wireless 
Network (Muggles STILL listen to baseball on the radio, and did so 
much more before Television was invented)? But surely, if there are 
WWM sets at Hogwarts, the Gryffindor team would listen to pro matches 
together, and then there wouldn't be that bit in GoF about Harry 
never having listened to WWN?

What friction? It seems to me that they get along, not like 
Snape/Lockhart or McGonagall/Trelawney.
