I actually think Lucius is the most evil character of the whole series, I
mean Voldemort had a reason to hate mudbloods and muggles (his father) he
had a terrible youth and he doesn't deny his evilness, I mean, he doesn't
betray his own believes.

Lucius in contrary 'eet van twee walletjes' as we say it in holland, he
tries to profit from everything, it doesn't matter if they are in line of his believes, if he has any....
He doesn't stay loyal to his master Voldemort, he only uses Voldemort to
comply his wants... that's why he is so evil, the most evil.
