Yeees, but "sever" and "puncture for bloodsucking purposes" aren't quite the same thing... perhaps Snape's true secret is that he made a daring and risky trip back in time (to prove his loyalty to Dumbledore after leaving the DEs) to tie up a potentially disastrous fracture in the space-time continuum... by decapitating Nearly Headless Nick!
Unfortunately, of course, the passage through time weakened Snape so much he couldn't manage a severing charm, and was forced to use the only instrument at hand... a rusty and very blunt axe.
