I got the impression the Dark Mark only became visible when called by 
LV. Karkaroff showed his to Snape that it was becoming darker. I 
deduce from his statement that the dark mark would have faded in the 
14 years since his defeat.

BTW, could Dumbledore use Snape's Dark Mark as a weapon against the 
DE's? Maybe a feedback spell with some transfiguration... At a 
crucial point in the iltimate battle Malfoy, Crabbe, Goyle, etc. 
raise their wands and become... FLUFFY WHITE RABBITS!!!
