Hi,
I think it was important for him to be living with a wizarding family 
so he could keep up with what's going on and more importantly, learn 
of any news about Voldy. Only his return to power would allow 
Pettigrew to stop living the life of a rat all the time. The 
Weasley's are particularly suitable because Arthur Weasley works for 
the MoM, so he'd be privvy to confidential information. Being Ron's 
pet also allowed him to be at Hogwarts and keep track of Dumbledore I 
guess. 
Any other thoughts?
