Because (1) they assumed that he knew he was a wizard and knew the whole 
story and (2) they encountered him in public Muggle places, where such a 
conversation would have been inappropriate.  Only the most subtle 
acknowledgment of their respect for Harry was possible in front of all those 
muggles.

Mrs. Figg never talked to Harry about being a witch because, especially when he 
was younger, he might have blown her cover; she's obviously passing herself off 
as a muggle to her muggle neighbors, including the Dursleys.  If Harry had known 
she was a witch, and had let the Dursleys know this, they would have severed 
their relationship with her.
