I've always assumed (no textual evidence) that whenever Harry left
Privet Drive, Dumbledore had wizards & witches watching him with orders
to protect Harry & keep Voldemort supporters away from him but they
were also ordered not to tell Harry anything.
So, to sum up my theory, they came to barrier Harry not to apprise him.

I've been wondering if, instead of a Dursley summer interlude in OoP,
that we might see Harry on trial? This would fulfill JKR's promise
that Harry would go somewhere we've heard of but not been: the MoM
and, possibly, Azkaban.
If not an actual trial, perhaps Harry will be ordered to undergo the
wizarding version of a psych exam? This could take him to St. Mungo's
where he could meet the Longbottoms & see Lockhart again (something
else JKR promised).
