Since JKR is Scottish, is it possible that the NEWTs are equivalent
to 
the Scottish Highers? These are taken in 5th year, a year after 
standard grades (GCSE/OWL equivalent). Normally, up to 5 highers are 
taken, but it is quite possible to do more.
