JKR is actually English - although she lives - and worked in 
Scotland. The reason I don't think that NEWTs are equivalent to 
Highers is that then Harry etc would leave school at the end of 6 
years not 7, which they don't. Percy definitely took his NEWTs in his 
7th Year. Perhaps JKR will come up with something totally different!
