Pippin,
I wonder if it is simply a case of 'if you're not with us, you're
against us' so if Fudge is doing nothing to support Dumbledore and
accept the facts revealed to him at the end of GoF, it automatically
makes him an enemy.
I have supported the idea that Fudge *is* evil, but perhaps he's just
too scared to face the truth and only interested in saving his own
skin. I would argue though that this makes him almost as
dangerous.....
