Seriously, though, I think Fudge is bad, but not Death Eater Evil. He
is, to me, the politicians who are far more concerned with image than
with anything of importance. Fudge doesn't want anyone to know
Voldemort is on the loose again because he is lazy (can you imagine
all the work it will involve - like seeking out terrorists?) and
because he is afraid of being seen as incompetent. He is willing to
bend the rules to save his own tuches (in PoA when he excuses Harry
for doing magic at home) and to keep things quiet. He seems to me to
be known for his sharp dressing, not his quick thinking or brave
decision making abilities. I'd even venture to say that Fudge can
easily do as much damage as the Death Eaters but I do not for one
moment believe he is one of them. I think he is afraid of them, but
in denying them he is certainly helping their cause.
