Well, judging from the fact that a theme in the book is choices over 
birth...Dumbledore just wouldn't see Voldemort as being Tom Riddle 
anymore. Tom Riddle is dead, and Voldemort rose from the ashes. Thus 
to call him Tom, well...he'd be calling him by the name of a dead 
man. Same reason, perhaps, that Wormtail is no longer called Peter.
