I don't necessarily think Narcissa Malfoy was "selecting" his wand 
for him-- after all, the wand chooses the wizard.  Draco would have 
to have been there at some point to try them out. I imagine Draco 
picked out his wand and took off to get fitted, while his mother came 
in a little later and paid for it.
