As a fan of Snape's character, I have to say he does not turn Black 
over to the dementors because Snape hates the dementors quite like 
Dumbledore does. The dementors are a cruel, barbaric way to treat 
prisoners, and as we saw with Crouch Jr., they are not at all useful 
for interrogation.
