Yes, they did seem to be out of control in POA, didn't they?
But Fudge was, or appeared to be, quite shocked by that. I wonder if, like 
the pitch invasion, it happened because they were so frustrated by being 
excluded from the school grounds and any source of sustenance?

If he was aware that his control over them was generally inadequate, I think 
he would have thought twice about walking with one! I certainly would! ;-)

Presumably Dumbledore is worried precisely that Voldemort *will* be able to 
control them. After all, they have wills, don't they? They have struck some 
kind of bargain with the MOM and Voldemort can do the same, only offering a 
more attractive package.
